For over a century, Norwela Council - Scouting America, has been a steadfast presence in the Shreveport area, helping shape the lives of young people across Northwest Louisiana. Founded in 1923, Norwela Council serves nine parishes: Bienville, Bossier, Caddo, Claiborne, DeSoto, Natchitoches, Red River, Sabine, and Webster.
Mission-Driven Work
At the heart of Norwela Council’s mission is the commitment to prepare young people to make ethical and moral choices over their lifetimes by instilling the values outlined in the Scout Oath and Law. The organization’s focus on character development, leadership skills, and community involvement builds confident, resilient youth prepared to navigate life’s challenges.
The Scout Oath and Law
The Scout Oath and Scout Law guide the principles that Norwela Council instills in every scout:
Scout Oath:
"On my honor, I will do my best to do my duty to God and my country and to obey the Scout Law; to help other people at all times; to keep myself physically strong, mentally awake, and morally straight."
Scout Law:
A Scout is: Trustworthy, Loyal, Helpful, Friendly, Courteous, Kind, Obedient, Cheerful, Thrifty, Brave, Clean, Reverent.

As Norwela Council approaches its 102nd year, their focus remains on growing their donor base and establishing sustainable funding to continue delivering life-changing programs to young people throughout their service area.
