The ETOUFFE program, Enhancing Technological Opportunity for yoU and your Family to Foster Education and Enterprise, is a broadband expansion program funded by the U.S. Treasury that provides laptops, desktop computers, and accessibility-equipped devices to eligible public-facing organizations across Louisiana.
The goal is simple: ensure residents have access to the technology they need to build digital skills necessary for work, education, and health monitoring. Devices are distributed directly to selected organizations; no reimbursement or upfront purchase is required.
Eligible applicants include nonprofits, libraries, municipalities, public health agencies, faith-based organizations, educational institutions, and other community-serving entities located in areas where affordability remains a barrier to broadband use. Projects must provide free, public access to devices and support all three focus areas: work, education, and health. To learn more about program requirements and the application process, we invite you to join an information session:
Date: Tuesday, April 21st Time: 12:00 p.m. - 1:00 p.m. (light refreshments provided)
